On what basis this ranking has been made?

The phones are ranked on the basis of their specific absorption ratios or SAR. This shows how quickly the body of the phone absorbs radio frequency energy.

Does radiation emitted by mobile phones causes’ cancer?

It is said that radiation is one of the major causes of cancer, but as per FCC there is no credible scientific evidence of health issues caused by radio frequency energy emitted by mobile phones. Interestingly, if you note, all the phone mentioned in the list are among the best Android phones that were once launched. Also, most of them belong to the premium category. There are some countries that have set a SAR level. And that SAR level should not be exceeded in mobile phones. This is done to make sure the product is safe to use.
